• To make the University a platform for need-based programmes, knowledge and skill oriented studies.
• To promote research in academic disciplines as well as in the ODL philosophy and system.
• To take quality higher education at the door-step of the learners of Uttarakhand.
• To create enabling environment for active academia-industry-society interface thereby creating opportunities for the youth.
• To empower the youth, women and other marginalized people.
• To cater to the educational needs of the deprived and marginalized sections of the society.
• To promote value-based education through specific courses of study aimed at Values and Ethics.
• To provide avenues to employed persons to enhance their qualifications and skills.
